Warm Homes: Local Grant by council: the rules landlords miss

Warm Homes: Local Grant (WHLG) replaces the Home Upgrade Grant and runs to March 2028. Unlike ECO4, it's delivered by English local authorities directly — participation, criteria, and delivery timelines all vary council-by-council.

Two portfolio rules make WHLG substantially more valuable than landlord software usually credits, and both are missed by the existing tools that treat WHLG as a single line item:

• First-property rule.A landlord's first qualifying WHLG property is fully funded. Every subsequent property typically requires a 50% landlord contribution, capped in most council pots at around £7,500 landlord-funded. • The £315,000 subsidy ceiling.A landlord's cumulative public subsidy across WHLG and every other publicly funded scheme can't exceed £315,000 over the current and previous two financial years. For a small portfolio it's academic; for 8+ properties across multiple WHLG councils it starts to bind.
